Do you understand the principles of Heaven, Earth and Man?
You don't do Te Hodoki. You need to know the underlying principle of Hajutsu.
Then Te Hodoki will naturally come to you when needed.
Hajutsu at the highest level is Shin Gin Budō (super concious budō / from Kami).
The more you try to do heavenly techniques (that actually is Kami working through you), the further from that you will be.
If you want a strong connection to Kami then you need stronger connection to Earth. Stronger roots. You can do this as a human by doing deeper and more basic practice.
